MAIL proposes new user development fees to enhance infrastructure and improve passenger experience at CSMIA

Mumbai International Airport Limited plans UDF increases to fund airport upgrades, while reducing airline charges to keep airfares competitive and improve passenger services.

Mumbai International Airport Limited (MIAL), a subsidiary of Adani Airport Holdings Limited (AAHL), aims to enhance passenger experience at Chhatrapati Shivaji Maharaj International Airport (CSMIA). MIAL has proposed a User Development Fee (UDF) of INR 325 for domestic passengers and INR 650 for international passengers, to fund infrastructure development and technological improvements. To offset the impact on passengers, MIAL plans to reduce airline landing and parking charges by 35%, balancing infrastructure growth with affordable airfares.

Details on how this will enhance passenger experience

Currently, the Yield Per Passenger (YPP) at CSMIA is INR 285. MIAL’s proposal seeks to increase the YPP by 18% to INR 332, in line with the recent AERA Consultation Paper. Over the next five years, MIAL plans to invest INR 10,000 crore in airport infrastructure, recovering INR 7,600 crore from an expected 229 million passengers. This approach aims to diversify revenue, ensuring competitiveness and passenger satisfaction.

MIAL’s ongoing initiatives include the Domestic-to-Domestic Transfer Facility at T2, the new Taxiway Z to improve on-time performance, eGates to ease terminal congestion, free inter-terminal coach transfers, and FASTag-enabled parking. These initiatives are designed to improve convenience, efficiency, and sustainability, positioning CSMIA as a future-ready airport.

Key transformational projects include:

  • Terminal 1 Redevelopment to enhance capacity and facilities.
  • Capacity Expansion & Digitalisation at Terminal 2 with advanced technologies like self-baggage drop systems and CTIX hand baggage screening.
  • Airside Enhancements, including runway and taxiway improvements.
  • Smart Passenger Technology with E-gates and IoT-driven solutions for seamless travel.
  • Sustainability Initiatives, focusing on electric vehicles, energy-efficient operations, and achieving net zero emissions by 2029.

MIAL has also led initiatives such as converting vehicles to EVs, introducing wind and solar energy systems, and maintaining runways. These reflect MIAL’s commitment to sustainability and operational excellence, ensuring Mumbai remains a key global aviation hub.
