The final text of the ICAO Assembly Resolution for the adoption of a market-based measure (MBM) for offsetting carbon emissions from international civil aviation is now available for download here.
The MBM is a significant piece of ICAO’s strategy for mitigating carbon emissions from growth in the international civil aviation sector. Like international maritime transport, emissions from international civil aviation were not covered under the 2015 COP21 Paris Agreement. ICAO’s 191 Member States will decide on the Resolution at the Assembly, taking place 27 September to 7 October 2016.
If adopted, the MBM would be the first ever agreement covering international emissions from a whole industry sector.

Media interested reporting on the ICAO Assembly are strongly encouraged to register for the event as soon as possible in order to receive all associated support materials, including news tips and media advisories. Media who are not already accredited for the attendance of ICAO events may request accreditation as part of the registration process.
Accreditation requests should be accompanied by sufficient evidence of affiliation or association with a formal media organisation (i.e., a legally registered private or public corporation or non-profit organisation.) Journalists whose work is not published online are required to provide three by-lined reports published or broadcast by a formal media organisation within the past year. These documents can be uploaded in PDF format as part of the registration process.
The Assembly will be preceded by the International World Aviation Forum (IWAF), taking place on 26 September 2016. The objective of IWAF 2016 is to identify needs, facilitate the funding and financing required to accelerate the implementation of international civil aviation global standards and policies in support of the No Country Left Behind (NCLB) initiative, and to share information and best practices with a view to ensuring sufficient resources for sustainable aviation development.
